If f''(x) > 0, the graph of f(x) is concave up. However, the graph of f'(x) has to be increasing if f''(x) > 0, and f'(x) doesn't necessarily have to be concave up for f''(x) > 0. The graph of f'(x) increases, so the answer should be "yes, the acceleration is positive according to the data table."
