The one you explained about XeO3 is more correct.
But for the Lewis dot diagrams, collegeboard doesnt require you to show all possible Lewis dot structures.
Some times, they give you some options for the same formula and let you guys choose one for the better formal charges.
For the matter of formal charges, the one with all double bonds between oxygen and xenon have all zero formal charges on each atom. However, it has expanded octet, while the one with all single bonds satisfy octet rule.
Collegeboard only shows you the octet-satisfying Lewis dot structure, but either one is correct.
