For P062 part a, wouldn't 7 be an outlier in the first data set (10 schools w/ highest proportions)? Also, for b, would it be wrong if I said that it would be inappropriate since an outlier exists in the first data set?

1. 7 is not an outlier. for that row, Q1 = 12, Q3 = 18, IQR*1.5 = 9, so left end outliers would have to be lower than 12-9 = 3
2. it would be wrong. first, there is no outlier, and second, even if there were, that is not the reason why inference cannot be made.
the reasons for inference will get clearer as you go on with the course; the outlier criterion you should come across pretty soon.
