But, don't we need a comma after the closing dash because it's a ph, IC sentence?
You don't need a comma after the closing dash because it would be seen as redundant.
When two dashes are used in a sentence, each dash acts like a comma since two dashes are used to indicate nonessential information.
It's a great thought, though. I hope this makes sense.
Second question:
Also, do I need a comma after the coordinating conjunctions if the sentence starts with it?

I'm not sure if you meant "before" the coordinating conjunction. I'll assume you did.
Comma + a FANBOYS word (coordinating conjunction) is used to separate two independent clauses (ICs)
So, you would have IC1 + a comma + a FANBOYS word + IC2
If IC2 started with the word "it," as in "it is a nice day," then yes, you would need a comma before the coordinating conjunction because you'll have the sentence structure IC1 + ,FANBOYS + IC2.
